Overview: The Security Department Operational Manual

Version: 3.0

This document acts as the primary resource for the Security Department in regards to departmental policy and guidance. (In the original document, tabs on the left sidebar are used to move from point to point.) The manual is split into two parts:

§1: Security Structure

O5 Council · Capacity: 1 The Department Overseer is the O5 Council representative of the Security Department, holding absolute power over the department.
Level-5 · Capacity: 1 The Colonel serves as the head of the Security Department, overseeing its overarching policies and operations. They have full authority over the department, second only to the Overseer.
Level-4 · Capacity: 1 The Lieutenant Colonel serves as the vice head of the Security Department for all its overarching policies and operations. They report directly to the Colonel and Overseer.
Security High Command

Level-4 · Capacity: 3 Majors of the Security Department are tasked with managing the department and its subdivisions. There is one Major per subdivision and one Major for Main SD.
Level-3 · Capacity: 4 Captains of the Security Department are tasked with serving as second-in-command to Department Majors; they may also serve as second-in-command within subdivisions and lead units within Main SD.
Level-3 · Capacity: 8 Lieutenants of the Security Department are the backbone of the department; they handle the vast majority of administrative duties and report directly to their assigned Captain.

Level-2 · Capacity: None Security Sergeants are responsible for the more practical side of the department, handling promotions, training, events, and the general management of lower-ranked security personnel.
Level-2 · Capacity: None Security Corporals work closely with Sergeants to manage and supervise security personnel. They can lead patrols and co-host other department functions.

Level-2 · Capacity: None Security Lance Corporals are functionally departmental command interns, recognized for their potential within the department. Members undergo SLA (Security Leadership Academy), shadowing, and co-host events.
Level-2 · Capacity: None Master Specialists are members who are under observation for senior progression, gaining the ability to form and lead squads in-game.
Level-2 · Capacity: None Security Specialists encompass both personnel who have demonstrated exceptional activity and dedication in their departmental functions and individuals who have completed their specialized training within subdepartments.

Level-1 · Capacity: None Security Operatives are the most seasoned non-senior personnel within the department, having demonstrated a sustained and distinguished record of activity and dedication.
Level-1 · Capacity: None Security Senior Agents are personnel who have proven themselves beyond the entry ranks and exhibit a reliable level of engagement within the department. Senior Agents are expected to take initiative in their duties and serve as role models for those below them.
Level-1 · Capacity: None Security Agents are personnel who have moved past the foundational rank and have begun to establish themselves. Agents have demonstrated a basic, but consistent level of activity and competence in their departmental functions.
Level-1 · Capacity: None Security Senior Guards are personnel who have gained on-site experience, becoming more familiar with department operations.
Level-1 · Capacity: None Security Guards make up the bulk of the department, as they are the first operational rank within security.
Level-0 · Capacity: None Security Cadets are newly accepted personnel within the Security Department.

§1.2: Department Structure

Guard+ · Capacity: 25 The Strategic Intervention Unit (SIU) is an elite riot-suppression unit within the Security Department. SIU Operatives serve as SD’s operational command team during heavy rioting, hostile incursion, hostage intervention, and civil unrest.
Guard+ · Capacity: TBD The Medical Intervention Unit (MIU) is the lifeline of the Foundation’s combative forces. They are deployed alongside operatives in the field to provide medical assistance. MIU keeps our troops in the fight.

Sentencing Information

Present departmental punishments:

DemotionThe lowering of an offender’s rank.
SuspensionPeriod in which the offender is temporarily relieved of their departmental status.

Departmental BlacklistThe total blacklist of personnel from the department.

Neglecting DutiesThe neglecting, or avoiding, of standard or assigned duties.
Severe OffenseDescription
Act of Going RogueActively refusing repeated orders, terminating personnel with malice, breaching an SCP; discretion involved.
Assisting in CrimesParticipating, facilitating, covering, or assisting in the breach of listed offenses.
Insubordination to Security AdministrationDegrading lawful orders from Security Administration.
Abuse of, Failure of, or Excess of AuthorityAbusing, failing, or exceeding authority.
Sentencing severity: Minor Offenses are addressed with written warnings. Moderate Offenses are addressed with suspensions, demotions, and ranklocks. Severe Offenses are addressed with departmental exile and departmental blacklists.

Disciplinary Appeals

§2.3: Termination Policy

Critical: The criteria below govern when Security personnel are authorized to use force against Class-D, up to and including termination. Where a Verbal Warning or Warning Shot is listed, it precedes termination; entries listing only Termination authorize immediate termination.

Crossing or touching the termination line, or trespassing into restricted areas. This includes pushing or attempting to push another Class-D across the line, or one of their limbs touching the line. Verbal Warning → Termination (or immediate Termination)

Stacking on top of another Class-D or climbing an object, with obvious intent to trespass. This includes jumping onto another Class-D, or jumping onto an object or structure near a restricted area. Warning Shot → Termination
Posing an obvious threat to security, facility personnel, or other Class-D. Warning Shot → Termination
Clearly presenting or aiming a firearm, and/or having a firearm on their back. Termination
Class-D that are accomplices to / aiding another Class-D that is acting within termination criteria. Termination
Threatening the safe containment of an SCP: attempting to breach, or blatantly not acting in accordance with what they were told to do within a test. Termination
Carrying a disease or another anomalous effect while not within a scientific test or medical examination. Security Department personnel have authorization to terminate a subject within a test if they determine that the subject carries a high risk of spreading the disease or effect to other personnel if the test isn’t entirely safe and contained. Checkpoint Procedures

  1. Assume Post:
    • Arrive at the checkpoint and ensure it is staffed (maximum of 3 Security at one checkpoint).
    • Check that all equipment (doors, scanners, radios, etc.) is functioning.
    • Review any current alerts, lockdowns, or special orders.
  2. Monitor Approaching Personnel:
    • Observe all individuals approaching the checkpoint.
    • Watch for suspicious behaviour such as running, bypassing queues, or carrying unauthorized items.
    • Direct personnel to stop at the designated inspection area.
  3. Verify Identity:
    • Request identification credentials.
    • Confirm: name, clearance level, department, authorization status.
    • Ensure the credentials match the individual presenting them.
  4. Check Access Authorization:
    • Determine the destination the individual wishes to enter.
    • Verify they have the required clearance for that area. (Check the CoE for reference.)
    • Deny access if clearance is insufficient.
  5. Process Class-D and/or Tests:
    • Verify escort requirements.
    • Confirm approval from authorized personnel if necessary.
    • Ensure Class-D remain with their escort at all times.
  6. Grant/Deny Entry:
    • If approved: open the checkpoint, allow the individual(s) through, and record the entry for future entrances/exits.
    • If denied: inform them of the reason, direct them to the proper authority, and maintain professionalism.
  7. Emergency Situations:
    • Follow lockdown procedures.
    • Restrict any non-combative personnel from entering through the checkpoint.
    • Report all sightings of hostile entities, intruders, or containment breaches.
    • Permit passage to only authorized emergency personnel.

Note: Combat cuffing and tasing restrictions only apply to Hostiles. You are permitted to use handcuffs and tasers on Foundation Personnel when they engage in rogue activity.

Code Red ‘Pandora’s Box’

In the event of a breach, Security Department personnel should escort all non-combative personnel to the breach shelter. At least two operatives must staff the breach shelter while the remaining default to the CDCZ to prevent Class-D from escaping and interfering with operations. Operatives should refrain from interacting with ongoing MTF containment operations.

Code Blue ‘Spartacus’s Folly’

In the event of a paid riot, all personnel are to immediately exit the CDCZ, retreating to the Riot Lines to contain and hold back the riot. No personnel are to pass the riot line until the timer reaches 1 minute left. Lockdowns may not be initiated during a paid riot.

Code Superblue ‘Serpent’s Enmity’

In the event of a hostile raid, security personnel are to stage at several posts throughout the site, such as chokepoints leading to CDCZ and the LCZ entrance, and overall contain the CDCZ to prevent further chaos.

Code Green ‘Circe’s Monster’

In the event of an outbreak, security personnel are to wear the hazmat suit and prevent the outbreak from reaching CDCZ, as if it does it can result in catastrophe.

The Security Leadership Academy has been created as a secondary measure to ensure all future candidates of the Security Department’s Non-Commissioned Officer (NCO) positionings, along with all ranks progressing above NCO, are capable of reaching the necessary standards Security Command would like them to achieve. The Security Leadership Academy covets mature, competent, knowledgeable individuals who strive to prove their dedication alongside their commitment to the department. Overseen directly by the Security Department’s HICOM, individuals will go through multiple trials to prove their compassion within becoming an exemplary role model to all Security personnel. Failure is not tolerated within this program; we strive for success.
