This guidebook informs members of the Foundation about the jurisdiction, authority, and operational scope of the Internal Security Department (ISD), including its subsidiary agencies and procedures.

What Is the Internal Security Department?

1.00 Section Preface

The Internal Security Department is committed to preserving safety for every individual involved with Zulu. This is achieved through audits of departments and command, tracking, and neutralizing unsafe activity among members.

Internal Security focuses primarily on content related to the community at large, as opposed to most in-game rule-breaking. At this point in time, Internal Security offers consultations for situations that may pose a risk to personal safety. ISD promotes integrity within departments, allowing for anonymous tip line reports of major infractions within the group’s command. Internal Security maintains direct contact with the entire overseeing body, enabling strong collaboration and functional capacity.

Most investigations by ISD remain private to protect sensitive information. Findings, with regard to Persons or Groups of Interest, are first deliberated by the Internal Security Command, then the Overseeing Council. If investigations reveal information relevant to a department, collaboration with that department’s command, especially the overseer, is involved.

For larger issues, investigations may be ordered or reviewed by the Overseeing Foreman and the Administrator. All actions by Internal Security are logged internally for quick reference to major infractions. Most punishments are appealable, though the standard for appealing remains high.

1.01 Ethics Committee

The Internal Security Department is not obligated to cooperate with the Ethics Committee or any other regulatory body within the Foundation and may withhold any requested information it deems necessary. The Ethics Committee holds a slight overlap in jurisdiction; however, enforcement and investigation from the Ethics Committee are tied to in-game events.

1.02 Department of External Affairs

All affiliations with Site Zulu will still be subject to scrutiny by the Internal Security Department, and we reserve the right to terminate any individual’s access to the game and communications platform, regardless of GoI protected status.

1.03 Informal Fallacy

Any member punished by the department can request an appeal of their punishment. However, this is not a right; the department’s Overseer holds the authority to overrule appeal requests and may designate specific cases as ‘unappealable’ based on their nature, severity, or potential risk to Foundation security.

2.00 Direction of the Internal Security Department

The Internal Security Department is the final regulatory body and is entrusted with overarching authority to establish, implement, and enforce all security-related protocols and procedures within the organization.

2.01 Prosecution & Investigative Powers

The Internal Security Department is empowered to investigate and take disciplinary action against any Foundation member holding security clearance or specific external personnel if their behavior endangers internal safety or stability.

2.02 Confidentiality

The Internal Security Department may decline to provide comments or statements on any ongoing cases or issues brought to its attention.

2.03 Suspension and Restrictions

The Internal Security Department can suspend personnel from their duties or related operations (e.g., Site Zulu) while investigations are underway. They may restrict individuals from returning to prior roles if they pose ongoing security concerns. This action can only be overruled by Foundation Oversight.

2.04 Recordkeeping Management

The Internal Security Department is responsible for publishing and recording all case files it is responsible for investigating. The Internal Security Department has the authority to erase, modify, or privatize any materials including logs, documents, and communications associated with individuals under investigation.

Case files carrying potent material may be removed from Foundation Archives or have their contents restricted.

2.05 Prosecution of an Overseer Councilor

The Internal Security Department does not possess direct authority to discipline members of the O5 Council. Its role in such matters is strictly advisory, providing the Administrator and the Overseeing Foreman with assessments, recommendations, and potential courses of action when a Councilor is suspected of exceeding or misusing their authority.

While the department may compile and investigate an O5 Councilor, this capability does not extend to disciplinary measures or exercising control over Council members. All final actions regarding O5 Council conduct remain solely under the jurisdiction of the Administrator.

3.00 Authority During an “Audit Period”

During an officially sanctioned audit period, the Internal Security Department may, with direct authorization from the Administrator or the Overseeing Foreman, temporarily establish a consent decree of any Foundation department under review. This authority is exercised solely to ensure compliance with security protocols, operational standards, and internal policy enforcement.

ISD is required to issue a formal public notice to the affected department and relevant personnel once the audit has been completed. This notice must clearly state the reason for the intervention, the expected duration of ISD oversight, and the scope of authority being applied. All operational changes enacted during the audit period must remain transparent and subject to review upon the conclusion of ISD control.

3.01 Personnel Actions

The Internal Security Department may remove staff members from their positions at any time, without advance warning or the obligation to notify the individuals affected.

3.02 Administrative Overturnment

The Internal Security Department has the right to participate in decisions that could impact internal security or relevant operational directives.

4.00 Classification Information

The Internal Security Department can classify or declassify information, including statements and visual materials, at its discretion. Classified content may remain restricted without explanation.

4.01 Classification Chart

Level-2 (Classified)Documents labeled as “Classified” or “Level-2” may include sensitive information about a case file or subject at hand.
Level-1 (Restricted)Documents labeled as “Restricted” or “Level-1” may include minor sensitive information related to a case file or subject at hand.
Level-0 (For Official Use Only)Documents labeled as “For Official Use Only” or “Level-0” may be viewed by all non-essential staff.

4.02 Information Requests

The O5 Council has the authority to overrule classifications and is permitted to see all case files published by the department.

5.00 Capital Offenses

Capital offenses are defined as acts against the community, such as real-life threats or other actions intended to cause serious harm. Depending on the severity of each offense the punishment may start anywhere at the agent’s discretion.

5.01 Moderation Offenses

Moderation Offenses are defined as actions committed within the game environment that violate established rules, disrupt fair play, or undermine community standards.

What Is RAISA?

The Recordkeeping and Information Security Administration

1.00 Section Preface

The Recordkeeping and Information Security Administration (RAISA) is a branch operated by the Internal Security Department, acting as public affairs for the department. It serves as a public platform for reporting individuals or groups considered suspicious or believed to be attempting to harm or undermine the Foundation.

1.01 Supporting the Internal Security Department

In conjunction with the Internal Security Department, the Recordkeeping and Information Security Administration manages public audit records, moderation notices, appeals, tip lines, and recruitment, while ISD focuses on enforcement.

1.02 Recruitment into the Internal Security Department

The Internal Security Department follows a two-step process for new hires. First, you begin as an intern within RAISA, serving as an unofficial member of the department responsible for handling specific case files. Upon successful completion of this stage, you are moved directly into an official position within the department.

1.03 Intellectual Property Rights Disclosure Agreement

By creating any document for official use, you agree that ownership and IP rights are retained by Venanzio’s SCPF, and this action is irrevocable. All document records would be maintained by RAISA-AD or RAISA-ISD, and RAISA will retain authority over the document’s status.

2.00 How Can I Make Reports on Individuals or Groups of Interest?

All reports are handled within the RAISA Discord server, at discord.gg/DjQfKG6PdM.

2.01 Tipline Confidentiality

Both RAISA and the Internal Security Department ensure that all tip lines remain strictly confidential. This means that any information submitted through these channels is securely handled, accessible only to authorized personnel, and never disclosed without proper authorization. Individuals who submit reports are guaranteed protection at all times, protecting their identity and shielding them from any form of retaliation.
