The Master Guidelines are the general, site-wide rules that apply to every member of the Site Zulu community across all platforms, including the Roblox game and the Discord server. This document outlines essential guidelines and protocols concerning clearance levels, application processes, and operational standards within the Foundation. All personnel are expected to adhere to these directives diligently and consult this document whenever clarification is needed.
Mission Statement
- Secure. The Foundation secures anomalies to prevent them from falling into civilian or rival hands, employing extensive observation, surveillance, and proactive interception at the earliest opportunity.
- Contain. The Foundation contains anomalies to prevent the spread of their influence or effects, using methods such as relocation, concealment, neutralization, or suppression of public knowledge.
- Protect. The Foundation safeguards humanity and preserves anomalies until they can be fully understood or new scientific theories can be developed to explain their properties and behavior.
§1: Foundation Structure
§1.1: Clearance & Classifications
Access Designations in the Foundation represent your rank within the group and the highest level of information you are allowed to access. The designations are as follows:

| Level 3 | Mid-level command within a department. These members have shown dedication and are on the path to executive roles. |
| Level 2 | Experienced personnel trusted with full departmental access. These staff handle core responsibilities and form the backbone of day-to-day operations across the Foundation. |
| Level 1 | Junior staff beginning their departmental careers. These members support routine tasks under supervision and are being evaluated for higher responsibilities. |
| Level 0 | Non-cleared support staff, such as janitorial and maintenance workers, who perform essential site upkeep without access to restricted areas. |
| Class-E | Punished Foundation personnel who have violated the Code of Ethics and are serving disciplinary measures. |
| Class-D | The lowest staff, serving as disposable test subjects used daily for medical procedures and anomalous research. |
§1.2: Command Structure
All Foundation members must follow the command structure at all times, both on-site and in Discord communications. The chain of command, from highest to lowest, is:
- The Administrator
- O5 Council
- Site Director & Level 5
- Level 4
- Level 3
- Levels 0, 1, and 2
Levels 0 through 2 report directly to Level 3, who in turn reports to Executives at Levels 4 and 5. Depending on the matter, Level 5 personnel report directly to the O5 Council.
§1.3: Filing a Report
Members of the Foundation are encouraged to file complaints if they believe someone has violated the Code of Ethics, departmental guidelines, or any other Foundation regulations. This ensures accountability and helps maintain a safe, professional, and orderly environment. There are three types of complaint forms available:
- Complaints about Code of Ethics violations.
- Complaints regarding corruption, destabilization, or classified information leaks.
- Departmental grievances or personnel conduct issues.
Ethics Committee Reports. Complaints regarding Code of Ethics violations are handled by the Ethics Committee. Before submitting a report, ensure you have adequate proof of the alleged violation to facilitate the review process. You can contact Ethics Committee members through their Discord server or by reaching out directly, via the Ethics Committee Tipline. To report an employee of the Ethics Committee for misconduct, use the Ethics Committee Internal Affairs Tipline.
Internal Security Department Reports. Corruption by executive personnel, destabilization of Foundation operations, and leaks of classified documents are handled by the Internal Security Department through audits, tracking unsafe activity, and working with departmental High Command. Internal Security primarily focuses on community-wide concerns rather than typical in-game rule violations. You can contact Internal Security agents through their Discord server, known as the Records and Information Security Administration.
Department Reports. Any departmental matters should be addressed by the respective department’s command or regulatory division, if one exists. Ensure you have credible evidence of any violations before filing a report. For department-related issues, join the department’s Discord via the department discords channel or contact command directly. Command members can be found in the department’s Roblox group or via word of mouth.
§2: Internal Departments

The Foundation’s success relies on dividing responsibilities across coordinated departments. Foundation personnel may join either:
- 1 combative and 2 civil departments, or
- 3 civil departments.

§2.2: Department Roles
- Security Department is the Foundation’s primary defense force, tasked with protecting personnel and assets, managing checkpoints, containing escaped test subjects, and assisting the Scientific Department with research.
- Mobile Task Forces are the Foundation’s elite unit, responsible for executing high-risk operations, responding rapidly to internal and external threats, and ensuring the containment of anomalies.
- Scientific Department studies all contained and new SCP objects, develops new containment methods for containment breaches, and designs devices and medicinal products for Manufacturing.
- Medical Department ensures the health of Foundation personnel, handling unusual injuries, trauma, and infections. Due to the nature of the work, the Medical Department upholds high personnel standards.
- Engineering & Technical Services Department handles the maintenance, repair, and operation of Foundation facilities and equipment. They are responsible for designing and constructing new sites and communication routes.
- Department of External Affairs is responsible for maintaining and fostering alliances with external organizations and entities, acting as ambassadors to ensure positive relationships and affiliations remain intact.
- Ethics Committee is an independent department responsible for enforcing the Code of Ethics, ensuring responsible use of Class-D personnel, adherence to standards, and proper conduct across the Foundation.
- Internal Security Department is a covert unit tasked with identifying internal threats and safeguarding operational security, ensuring no corruption, destabilization, or major violations go unnoticed.
- Administrative Department is the Foundation’s central bureaucracy, managing documentation, policy approval, and O5 Council support. It also oversees community engagement, fostering collaboration across departments.

§3: Site Locations
§3.1: Site Zones
The following are the defined zones of Site Zulu. Departmental access to these zones is outlined in your respective department’s handbook.

§3.2: Test Observations
Test Observations define the protocols Foundation personnel must follow when observing scientific experiments and medical check-ups.
Scientific Experiments refer to any tests conducted by members of the Scientific Department.
- Observers must be in possession of Level-0 clearance or higher.
- Researchers retain full authority to deny or revoke observation privileges from any personnel, at their own discretion. (Ethics Committee, Internal Security, and O5 Council are exempt.)
- Combative personnel retain full authority to deny or revoke observation privileges from any personnel if said person is interfering with their duties. (Ethics Committee, Internal Security, and O5 Council are exempt.)
- Observers are to maintain a safe distance from Class-Ds, combative faculty, and anomalies.
- Observers must maintain distance from containment doors and railings.
Medical Examinations refer to any check-ups conducted by members of the Medical Department.
- Observers must be in possession of Level-0 clearance or higher.
- Medical staff retain full authority to deny or revoke observation privileges from any personnel, at their own discretion. (Ethics Committee, Internal Security, and O5 Council are exempt.)
- Combative personnel retain full authority to deny or revoke observation privileges from any personnel if said person is interfering with their duties. (Ethics Committee, Internal Security, and O5 Council are exempt.)
- Medical examinations that involve Class-D personnel may only have 1 observer. (Ethics Committee, Internal Security, and O5 Council are exempt.)
- Observers are prohibited from interfering with the medical examination in any way or utilizing any medical equipment that they may have access to.
All Foundation personnel are expected to fully comply with these requirements to ensure the integrity and safety of the site. §4: Facility Response Systems
§4.1: Automated Response Initiatives
Automated Response Initiatives, also known as ARIs, are a set of advanced automated protocols activated to address critical emergencies. Authorization for their deployment is regulated.

Security Codes are standardized radio color codes communicated by combative personnel to all Foundation personnel to inform them of ongoing situations and potential dangers. These codes guide the actions personnel must take to protect themselves. When possible, Automated Response Initiatives should accompany these codes.
