Departmental Regulations

Article I: Behaviour and Professionalism

1.1: All personnel are required to follow Roblox/Discord TOS and the Code of Ethics.

1.2: While grammar is not needed while on-duty, personnel should demonstrate a sense of competence and maturity (ex. forming full sentences, not spamming emojis) on-duty.

1.3: Personnel must not act in a manner which tarnishes the image of the Department.

1.4: All personnel are required to wear their proper uniforms.

1.5: All personnel must comply with orders from individuals of superior rank and authority.

1.6: Respect must be shown to all, regardless of rank or status. Disagreements should be raised formally through reporting, not through passive-aggressive comments, arguments, or public outbursts.

1.7: Command members are prohibited from engaging in impulsive demotions or punishments. All punishments must have proper reasoning and authorization.

1.8: The Chain of Command must be followed at all times.

1.9: Any breaches of Departmental Regulations must be reported to a Medical Professor+. Any breaches of the Code of Ethics must be reported to the Ethics Committee. Failure to do so will be seen as accessory after the fact and punished accordingly.

1.10: Personnel must submit a discharge notice if they plan on leaving the department. Failure to do so will result in a 3 month blacklist.

1.11: Personnel who believe they were unfairly graded may request an appeal from the initial grader. Should they still be unsatisfied with the results, they may escalate to requesting a Medical Coordinator+ review their log. The grade provided by the Medical Coordinator+ may be lower, the same, or higher than the initial grade and is considered final.

1.12: While the usage of AI to assist in writing medical logs (such as looking up diseases) is permitted, your summaries should be written in your own words and not copy-pasted from AI.

1.13: Hounding for your logs to be graded is unprofessional behaviour. You may only ping a Professor to grade if it has not been read for 24 hours. Doing so beforehand will result in a 24h Discord timeout.

Article II: Divisional Regulations

2.1: Personnel may only be in one specialty at a time.

2.2: Command transfers between specialty must be approved by the Charge Specialist of both specialties.

2.3: Only members of MIU may be outside the breach shelter during site emergencies (breach, riot) to perform their duties. All other members of the Medical Department must report to the breach shelter.

Article III: Rank Regulations

3.1: The ranks of Medical Professor & Medical Coordinator are considered part of the Medical Administration. The ranks of Charge Specialist, Director, and Overseer are part of the Medical Board.

3.2: Personnel must meet the rank requirements for a medical activity in order to conduct it.

3.3: Members of the Medical Administration who retire in good standing will be granted the rank of Resident. Members of the Medical Board who retire in good standing will be granted the rank of Physician.

3.4: Personnel must meet ALL outlined promotion requirements in order to receive a promotion. This may be bypassed by the Overseer.

Article IV: Duty Regulations

4.1: Medical Examinations may be spectated by those holding a clearance of Level-0 or higher.

4.2: Medical Examinations conducted on Class-D personnel must have proper escorts.

4.3: No Medical Examination may be performed on the same person consecutively or within a 24 hour time-span. This rule only applies to basic procedures such as Wellness Checks, Standard Checkups, and Endurance Tests as well as Psychological Evaluations.

4.4: No procedures conducted during a Case Study may be logged separately (ex. a checkup for a case study cannot be logged separately).

4.5: Validation photos are required unless waived with an acceptable reason and a credible witness.

4.6: Incomplete logs will either not be graded or result in a severe grade deduction at the discretion of the grader.

4.7: Medical Personnel may not neglect medical treatment to people requesting it unless it is a hostile/escaping Class-D, rogue personnel, or someone who received a warning shot. Treatment should not be rendered to the above cases.

4.8: All personnel must complete the quota assigned to them in accordance with their rank. Details about this can be found in the rank's card. (Temporarily Suspended)

Article V: Equipment Regulations

5.1: Equipment must only be used for their designated purpose.

5.2: Do not randomly drop your equipment or give it to unauthorized personnel. Unauthorized personnel are those who do not normally spawn with medical equipment (everyone except MD/MIU/SIU).

5.3: Hostiles should not be healed (including armed CDs). As the Code of Ethics lacks hostage regulations as of now, you should not heal hostiles that threaten you.

5.4: Personnel are permitted to use the restocking stations, even if the individual tools are still in their toolbar.

5.5: Do not spam place stretchers.

5.6: Do not self-administer medical tools when not needed due to their limited stock/uses. If the patient dies because you used your only morphine to get high, it's your fault.

Article VI: Punishment System

6.1: Those ranked Medical Professor+ are permitted to give punishments to lower ranks within reason. All punishments issued must have attachments of proof or credible witnesses.

6.2: Possible punishments include verbal warnings, strikes, suspensions, dishonorable discharges, and blacklists.

6.3: Personnel are permitted to appeal their punishment after 24 hours from issuance. This can be done by TBD.

6.4: Personnel who receive a Class-E sentence from the Ethics Committee will also be suspended in the department.

6.5: Personnel who reach 3 strikes are liable to suspension or dishonorable discharge.

Department Structure

IMPORTANT: Your time in the department and time on-site DO NOT reset upon promotion. Your points associated with conducting medical activities DO reset.

Personnel under these ranks make up the bulk of the department and mainly perform field work.

Physician

Physicians are considered full members of the department. Personnel may choose to remain at this rank if they have no wish to pursue administrative positions. They are role models to lower ranking staff. As full members of the department, they are permitted to perform almost any departmental activity and use any main departmental tool or equipment.

Basic Procedures

Wellness Check

Rank Requirement: Medical Student+

Maximum Achievable Points: 5

Procedure:

  1. Obtain a patient either from a Foundation Personnel or by requesting a Class-D.
    1. If requesting a Class-D, ensure you have the requisite escort.
    2. If the patient is a Class-D, it is recommended to conduct this activity in the cafeteria beside the Personnel Gym.
  2. Check the patient's vitals (Ignore for now).
  3. Ask the patient 3 questions about their health and note down their response.
  4. Ask the patient to perform 1 physical activity.
  5. Take a screenshot with IDs out.
  6. Log based on the format provided in the Discord.

Endurance Test

Rank Requirement: Medical Assistant+

Maximum Achievable Points: 10

Procedure:

  1. Obtain a patient either from a Foundation Personnel or by requesting a Class-D.
    1. If requesting a Class-D, ensure you have the requisite escort.
  2. Head to the Personnel gym and brief the patient about what this activity will entail.
  3. Have the patient use the punching bags, pull-up bars, and bench press. Note down the number of repetitions they make without failing.
    1. Once the patient reaches 30+ reps, it is at the practitioner's discretion if they want to stop there.
    2. Compare the number of reps they make with the standards below:
      Poor (0-5), Fair (6-10), Average (11-15), Good (16-20), Very Good (21-25), Excellent (26+)
  4. Ask the patient what their stamina level is.
  5. Have the patient run in the hallway and note down how long they can sprint without taking a break.
    1. Compare the time with the standards below:
      Poor (10-20s), Fair (21-30s), Average (31-40s), Good (41-50s), Very Good (51-60s), Excellent (61s+)
    2. Once the patient exceeds ~70s, it is at the practitioner's discretion if they want to stop there.
  6. Ask the patient how they felt after performing these activities.
  7. Take a screenshot with IDs out.
  8. Log based on the format provided in the Discord.

Standard Checkup

Rank Requirement: Medical Assistant+

Maximum Achievable Points: 20

Procedure:

  1. Obtain a patient either from a Foundation Personnel or by requesting a Class-D.

Intermediate Procedures

Psychological Evaluation

Rank Requirement: Nurse+

Maximum Achievable Points: 20

Procedure:

  1. Obtain a patient either from a Foundation Personnel or by requesting a Class-D.
    1. If requesting a Class-D, ensure you have the requisite escort.
    2. If the patient is a Class-D, it is recommended to conduct this activity in the cafeteria beside the Personnel Gym.
  2. Give the patient a phrase to remember.
  3. Ask the patient for the date and time. Ask them if they know where they are right now. Note down if they are able to accurately provide this.
    1. Ask for time in the xx:## format. As for the date, timezone variation may apply so keep this in mind.
  4. Ask the patient 3-5 questions related to their mental health in order to establish a baseline mental state.
  5. Conduct the Semantic Categorization Test. This includes:
    1. Relational Test: Give the patient a string of words and ask them to identify how they are related. Note down their accuracy.
    2. Oddity Test: Give the patient a string of words and ask them to identify which does not belong. Note down their accuracy.
    3. Association Test: Give the patient a word and ask them to state the first thing that comes to their mind when they hear that word. Note down their responses. Perform this 5 times.
  6. Give the patient 2-3 moral dilemmas and ask them what they would do in said scenarios. Note down their responses.
  7. Ask the patient to recite the phrase you asked them to memorize.
  8. Take a screenshot with IDs out.
  9. Log based on the format provided in the Discord.
    1. In addition to writing about their responses in your summary, you can also note down any relevant observations you made about the patient. This can include their speech pattern, attention, thought content/processing etc.

Anomalous Exposure Medical Evaluation

Rank Requirement: Nurse & Resident (LCZ), Physician (MCZ), Clinical Investigator+ (HCZ & BCZ)

If a test is being done on more than one Class-D, you may only perform an AEME on one of the Class-Ds.

Maximum Achievable Points: 35

Procedure:

  1. Ask the test host if you may spectate their test and conduct this activity. Refer to Section II regarding what sectors you are permitted to enter.
  2. Accompany the host to the SCP chamber. Note down the ACS classification present outside the SCP's chamber. If none are present, propose one and justify in your summary.
  3. Take a screenshot with IDs out.
  4. Note down the psychological and/or physiological effects the SCP has on the subject.
  5. After the test host is done with the subject, ask the subject 3 questions pertaining to how the SCP may have impacted them.
  6. Log based on the format provided in the Discord.

Anomaly Psychological Evaluation

Rank Requirement: Resident+ (further restrictions apply)

Maximum Achievable Points: 35

Procedure:

  1. Either request an actor in the main server or ask in-game if the SCP would like a psychological evaluation. Should you wish to conduct an APE on an SCP in the MCZ, you must request for MTF to be present. If no MTF respond in 5-10 minutes, you may ask an SD Specialist+. This is subject to change once MTF becomes more active.
  2. Certain ranks may only perform APEs on certain SCPs. The following are the minimum ranks required to conduct an APE on that SCP:
    1. Resident: 111 & 999 (Free roam, no escort needed)
    2. Physician: 1000 (MTF needed)
    3. Clinical Investigator: 610 & 939 (MTF needed)
  3. Gauge the SCP's needs, desires, and relational dynamics based on the given questions in the format. Note down their response.
    1. Feel free to provide counseling or recommendations based on their grievances. Note down their responses towards these if applicable.
  4. Give the SCP 2-3 moral dilemmas and ask them what they would do in said scenarios. Note down their responses. You can see how they would react to humans in danger or other situations.
  5. Have the SCP go about its daily routine and write down anything noteworthy that occurs. Use this information to fill out the naturalistic observation section of the format.
  6. Take a screenshot with your ID out with the SCP.
  7. Log based on the format provided in the Discord.

Advanced Procedures

Health Assessment

Rank Requirement: Physician+

Maximum Achievable Points: 60

Procedure:

  1. Obtain a patient either from a Foundation Personnel or by requesting a Class-D.
    1. If requesting a Class-D, ensure you have the requisite escort.
    2. If the patient is a Class-D, it is recommended to conduct this activity in the cafeteria beside the Personnel Gym.
  2. Check the patient's vitals (Ignore for now).
  3. Give the patient a phrase to remember.
  4. Ask the patient 3 questions about their health and note down their response.
  5. Head to the FP gym and have the patient complete an endurance test. This includes bench press, pull-ups, punching bags, and running.
    1. Rate their reps according to the Endurance Test standards.
  6. Ask the patient if they are aware of where they are right now and for the date/time. Note down if they are able to accurately provide this.
    1. Ask for time in the xx:## format. As for the date, timezone variation may apply so keep this in mind.
  7. Complete either a semantic categorization or judgement test. You may do both if you wish.
    1. Specific details for how to perform this can be found in the Psychological Evaluation card.
  8. Take note of the patient's motor activity, speech patterns, consciousness, mood, and general behavior. Record these as per the format.
  9. Ask the patient to recite the phrase you asked them to memorize.
  10. Take a screenshot with IDs out.
  11. Log based on the format provided in the Discord.

Medical Report

Rank Requirement: Physician+

This must be logged through a Google doc and will require several interactions with the patient. Therefore, you may only conduct this on Foundation Personnel and not Class-Ds. Maximum 10 pages.

Procedure:

  1. Look at past medical records (any log type is fine) and find a Foundation Personnel who showed signs/symptoms of something that requires further investigation. It does not need to be an examination you personally did.
  2. Contact the patient and notify them you wish to perform an investigation into their health. Provide them with the justification and ask if they are willing to partake in the activity.
  3. Conduct a Standard Checkup on the patient with questions focusing on investigating their problem further. You may use Google to help you formulate these focused questions.
  4. After this initial consultation, it is up to the Practitioner to decide what needs to be done next to diagnose the patient. Blood work? Imaging? Psychological evaluation? It is up to the Practitioner to determine the most appropriate course in conducting their investigation.
    1. At minimum, a Report should have the justification, consultation, and conclusion components (diagnosis & treatment). However, these alone will likely not get you many points, therefore, more is encouraged.
    2. Follow-up procedures may include but are not limited to blood work, imaging, psychological evaluations, another checkup, endurance test, talk therapy, observational studies etc. Some of these can be conducted in-game while others (such as blood work and imaging for now) require external research.
  5. After all your investigating is completed, you must now compile a report and log it. You may use the format provided or be creative and use your own.

A screenshot is required for each in-game procedure conducted and must be attached to the report.

Medical Research Paper

Rank Requirement: Clinical Investigator+

Procedure:

  1. Review the Anomalous Exposure Medical Evaluation logs channel. Find an SCP that has been written about a minimum of 3 times.
    1. You are permitted to do the AEMEs on your SCP of interest yourself. Coordinate this with ScD.
    2. AEMEs conducted in order to write a research paper MAY be logged separately.
  2. Complete a research paper based off the findings from the AEMEs. Your focus should be on the physiological or psychological impacts an SCP has on humans. Any other medical related topic is also welcome. Ensure you follow the format provided and review the grading criteria.

Specialties

Internal Medicine (Base MD)

Internal Medicine is the base specialty which all personnel are assigned to unless they pursue a different specialty. The Division of Internal Medicine is responsible for a broad range of departmental duties ranging from conducting standard checkups to helping Scientific personnel with post-encounter evaluations.

Medical Intervention Unit (Emergency Medicine)

Description: The Medical Branch of the Medical Intervention Unit serves as a mid-line support unit during times of emergencies on site. They are responsible for supporting other combatives through the use of advanced medical equipment and medications. These medics are trained in providing field trauma care under dangerous conditions. Their primary objective is to provide support to combatives through the use of medications & stimulants, serve as a forward resupply point through their Medical Supply Backpack (pending implementation), and to handle the rapid treatment of civil and combative personnel who have suffered traumatic injuries.

Another term which MIU:MD may be referred to as is Emergency Medicine.

Infection Control

Description: The Infection Control branch specializes in the detection, containment, and treatment of infectious diseases, especially those caused by pathogenic SCPs. Personnel in this branch are responsible for diagnostics, sample analysis, and lab-based containment procedures. Their role is critical in outbreak prevention, containment response, and ensuring biosecurity across Foundation sites. They are often the first to identify mutated strains or anomalous pathogens within infected personnel or materials.

Psychosomatic Medicine

Description: The Division of Psychology is responsible for the mental health of all personnel on site. Occurrences within the Foundation are prone to have a negative effect on the mental health of personnel. The Division of Psychology is specially qualified to deal with this.

A secondary duty of PSM is in performing elective surgery. PSM personnel are also licensed to perform elective surgeries such as cybernetic implantation.

Trainings & Evaluations

Medical Student Orientation (SUSPENDED)

Host: Medical Professor+

Attendee: Medical Students

Orientation is an essential part in preparing one for a successful career in the department. They are hosted by the Medical Administration and usually take 20-30 minutes. Listed below is the curriculum for the Medical Student Orientation:

  1. Direct them to the Trello for more in-depth information regarding promotion requirements and on-site activities
    1. Emphasize that activity points reset after promotion but time on-site does not
  2. Overview of departmental equipment and the medical system
    1. Go through each tool in the inventory and state its purpose
    2. Demonstrate the use of the medical scanner and have the attendees practice using it. Inform them that they are able to use the tools from the HUD interface and that this is the PREFERRED method for healing
    3. Inform them that bleeding must be taken care of before pain can be cured
    4. Direct attendees to read the Trello for additional notes regarding each tool. The host may also speak about additional information regarding the tools (under considerations), however, it is up to them and is time dependent
    5. Have attendees practice using the splint on you. Jump off the top floor near the LCZ elevators. Other tools cannot be demonstrated as they require being shot
  3. Brief tour of important locations including the FP gym, CDC, and some key medical station locations
    1. Mention that examinations performed on Class-Ds require a security escort and it is highly recommended they be done in the area next to the gym.

Medical Student Exit Exam

This is the first and easiest examination one will do in this department. It mainly serves to ensure you fully comprehend the guidelines and how the department operates.

The purpose of this certification is to demonstrate knowledge regarding the tools provided to the Medical Department. It is essential that one becomes familiar with the tools provided to them in order to provide effective treatment and to avoid malpractice.

Board Exam

Examiner: Charge Specialist+

Examinee: Resident

While the General Treatment Certification served to test one's theory knowledge regarding the department's tools, the Board Exam serves as a practical examination to ensure personnel are able to competently use the tools provided to them to heal personnel in a timely manner. Someone with a firearm is required to help assist with the administration of this exam.

Examinees may not use the HUD to heal during this exam. This is to ensure the examiner can see the examinee use the correct tool.

Medical Administration Candidacy Exam

This examination seeks to test your readiness in taking on an administrative position. Questions will be focused on grading, punishments, and anything else an MR may encounter. Do not fill out the exam unless authorized (such as holding the proper rank).

Passing Criteria: Most if not all questions should be answered accurately and in sufficient detail. No major mistakes are present. Full discretion is given to the grader in determining if an examinee passes or fails. Ideal candidates will have a score of 30+ out of 40.

Purpose: Contains bandage, morphine, and splint (one of each)

Blood loss causes a gradual darkening of the patient's screen.

Injuries

Gunshot Wound

Cause: Being shot. Shows as velocity wound when scanned

Triage Priority: Red (Immediate Treatment Required)

Treatment Procedure:

  1. Scan the patient with the Medical Scanner
  2. Apply bandage to one of the wounds. This will stop all bleeding
  3. Apply morphine to remove pain (if applicable)
  4. Use the IFAK to heal the patient to a minimum of 90% HP

Bleed out Times:

The following times were tested with the subject being shot in the torso under a controlled environment with the G20. Times will vary depending on the location shot and weapon used.

Stab Wound

Cause: Being stabbed

Triage Priority: Yellow (Urgent Treatment Required)

Treatment Procedure:

  1. Scan the patient with the Medical Scanner
  2. Apply bandage to stop bleeding
  3. Apply morphine to remove pain (if applicable)
  4. Use the IFAK to heal the patient to a minimum of 90% HP

Bone Fracture

Cause: Falling from height or from being shot (sometimes)

Triage Priority: Green (Low Priority)

Treatment Procedure:

  1. Scan the patient with the Medical Scanner
  2. Apply a splint to one of their fractures
  3. Apply morphine to remove pain (if applicable)
  4. Use the IFAK to heal the patient to a minimum of 90% HP
